Имеют ли какие-либо льготы при получении визы (упрощённое получение визы и/или ускоренное) проживающие в России родители гражданина США, если гражданин США был диагностирован тяжёлым заболеванием (например, cancer)? Спасибо.

Как минимум, надо справку о состоянии здоровья (и невозможности перелета в том числе) к документам на визу приложить.

Перелёт в принципе возможен, но крайне нежелателен - ведь лечение-то он проходит в США.

Думаю, что есть.
На практике сталкивался с получением визы при скоропостижной кончине гражданина. Визу выдали в течении пары часов.
Скорее всего нужна справка о состоянии здоровья и срочное послание, типа "Приезжайте скорее, а то не увидимся".
Дело в том, что рак бывает разный. С некоторыми видами люди живут десятилетиями. (вон, у МакКейна рак кожи, а он в президенты баллотируется)

В случае болезни - не знаю, поэтому спрашиваю.. А где можно узнать наверняка?

К сожалению, российский сайт посольства США советует в случаях эмёрдженси звонить им, и не приводит никаких документов.
В консульствах США в других странах тоже разношёрстная информация.
Например в Индии так -

Emergency Appointment
If you have an unforeseen travel need as per one of the criteria listed below, you may qualify for an out-of-turn emergency appointment slot:


To obtain emergency medical care, or to accompany a relative or employer for emergency medical care.
To attend the funeral of an immediate family member (mother, father, brother, sister, child, grandparent or grandchild).
To attend to an urgent business matter where the travel requirement could not be predicted in advance.
Students or exchange visitors who are within 90 days of their start date of a valid program and who have not been refused a visa within the last six months.
H and L visa renewals for applicants who are already working in the U.S. and are returning to their jobs.
Travel for the purpose of attending weddings, assisting pregnant daughters, or attending graduation ceremonies do not qualify for emergency appointments. For such travel, please request an ordinary appointment well in advance.

Before you apply for an emergency appointment, you must ensure that you have documentary evidence to prove the urgency.

If it is detected during the visa interview that you made a misrepresentation to take an emergency appointment, the facts will be noted on your case file, which will influence the outcome of your visa application.

an unexpected need to travel for business purposes

In all cases, the applicant will be expected to bring to the interview documentation which substantiates the emergency - in addition to those forms and supporting documents normally required.
