How to expedite a marriage

She has a green card, he is in US on a tourist visa (already 2 months out of 6 months) They want to be together and therefore want to get married so that he could stay. Apparently, marriage law in PA prescribes waiting period of 2-3 months before registering a marriage, and my friends are afraid if the waiting time takes longer, the fiance's visa will run out and he will have to go back. Is there any way to expedite the marriage registration process? Is this law varies from state to state? What are the states that are more flexible and/or have lesser waiting time?

А при чём здесь Fiance виза? Она бы на неё не смогла подать- только граждане могут подавать. А если они по туристической визе поженятся, то ему или домой надо уезжать, ну или оставаться здесь в качестве нелегала...и ждать ждать ждать....

Я тоже не понял. Сначала идёт речь о туристической, потом о невестинской.
