Form 8283, Noncash Charitable Contributions
If you made total noncash gifts over $500 for the year, you must complete and attach to your tax return IRS Form 8283. If any single gift or group of similar gifts was valued at over $5,000, you must also get an appraisal of the item from a qualified appraiser.

say you give several non-cash gifts (clothing, equipment, medicine) over $500 to charities situated in russia - would the same stipulations apply in terms of confirmation letter? also, what if you give those gifts not to charitable orgs per se but directly to individuals in need...i presume there is no way to claim these monies but wanted to check anyway...

no.. no way. you need SS# to write off any individual contributions.
