PARS and employment for an OPT student

Do I have to sign up for PARS when geting hired in the US as an OPT student? Also, what about medicare and FICA taxes - how does the employer know that I am not supposed to pay these? Does it all come from I-9 and W-4? Thank you!

How long have you been in the States?

I've been here for 4 years as a student (without going home) and am planning to spend at least one more year doing OPT. I am not a resident.
