WASHINGTON -- Democratic presidential candidate John Edwards said he would raise the capital gains tax rate to 28% from 15% and boost income taxes on those making more than $200,000 a year in order to finance tax cuts and other benefits for middle- and lower-income families.

The farm bill, adopted 231-191, extends major loan and price support programs for producers but also tightens subsidy payments and requires more transparency. Fruit and vegetable growers, long ignored in past farm bills dominated by big commodities such as cotton and corn, will receive greatly expanded assistance. The measure invests new money in bioenergy research and the development of cellulose, such as from grass and woody plants, as feedstock for ethanol.
A five-year, $286 billion farm bill cleared the House

WASHINGTON -- The Senate Finance Committee overwhelmingly passed a bill that would open the way for punishing Beijing over its currency policy, in a possible indication of how anti-China legislation could fare in the overall Senate.

The bill, which passed 20-1 and is co-sponsored by Sens. Max Baucus (D., Mont.) and Chuck Grassley (R., Iowa), the committee's chairman and ranking member, respectively, would allow for anti-dumping penalties to be imposed if a country fails to revalue its currency after it is identified as "fundamentally misaligned." Critics contend that Beijing has kept the Chinese yuan artificially low, making its imports unfairly cheap and fueling its record trade surpluses with the U.S. and other countries.

A federal judge in Pennsylvania struck down a Hazleton, Pa., town ordinance aimed at penalizing businesses that hire illegal immigrants and landlords who rent to them. The decision casts doubt on the legality of similar laws passed by some 100 municipalities attempting to quash illegal immigration amid the federal government's failure to address it.

A Senate turf fight broke into the open as Banking Committee leaders warned their Finance Committee counterparts to back off legislation to overhaul rules for dealing with currency problems with trading partners like China. Still, the Senate Finance plans to plow ahead this afternoon, voting on amendments to its legislation overhauling requirements for Treasury to report on currency regimes among U.S. trading partners and to determine whether those currencies are misaligned.

On Wednesday, Banking Chairman Sen. Chris Dodd (D., Conn.) and ranking Republican Richard Shelbyof Alabama sent a letter to Senate Finance Chairman Max Baucus (D., Mont.) and ranking Republican Charles Grassley of Iowa objecting to the markup and saying they have gotten a ruling from the Senate parliamentarian that the substance of the Senate Finance Committee’s bill falls under the Banking Committee’s area of influence.

The legislation mostly targets China, which lawmakers have accused of deliberately undervaluing its currency to boost its exports and discourage imports.

If the two committees can’t work out their differences, it will be up to Senate Majority Leader Harry Reid (D., Nev.) to decide whose bill should go to the floor for a vote by the full Senate.

UPDATE: The bill passed the Senate Finance Committee 20-1, with Sen. Maria Cantwell (D., Wash.) as the sole dissenter. The sparring over jurisdiction marked the second time in as many months that the Banking Committee has been roused to action the day before a scheduled Finance Committee move. In June, the Banking Committee announced it would release a currency bill a day ahead of the Finance Committee’s introduction of its own bill
