Легализация нелегалов

вот официальная свежая статья на тему легализации, только сегодня на яху появилась

но я так и не понял
это только проэкт или уже утверждённый закон?
но одно ясно, реально легализоваться смогут только те кто был нелегально 5 и более лет после уплаты штрафа 2000 и налогов.
остальные отсыхают

не совсем, те, кто были в стране от 2 до 5 лет по этому закону получат возможность на гарантированые рабочие визы прямо на пропускных пунктах, и, в конечном итоге, тоже грин карты только лет так через 15

вот те, кто был меньше 2 лет точно ничего не получат...

пока это только проэкт, там же сказано, вряд ли за него проголосуют.

Странно как-то получается. Еще недавно все шло к тому, что будут закручивать гайки. И вот - раз! - теперь уже в сенате спорят лишь о деталях амнистии. Причем непонятно, кто же из американцев выступает "за" - практически все мнения, которые я вижу на инете - "против".

Лично я боюсь, что гостевые визы теперь совсем давать перестанут...

Странно как-то получается. Еще недавно все шло к тому, что будут закручивать гайки. И вот - раз! - теперь уже в сенате спорят лишь о деталях амнистии.

Закручивать гайки хотели в конгрессе. И уже тогда было ясно, что сенат ничего подобного не примет, а если, вдруг, и примет, то Буш не подпишет.
Поэтому в сенате создали "компромиссный вариант" - это та лажа, которую сейчас в сенате обсуждают.
Если они ее примут, есть еще надежда, что конгресс не пропустит.

Но похоже, что в том или ином виде амнистия в конце концов будет :-(

Причем непонятно, кто же из американцев выступает "за" - практически все мнения, которые я вижу на инете - "против".

Во-первых, есть всякие либеральные организации, состящие в основном, из бывших нелегалов, получивших ГК и гражданство в результате прошлых амнистий.
Во-вторых, "народные избранники" надеются на поддержку сегодняшних нелегалов в будущем, когда они легализуются, станут гражданами, и будут голосовать.
И в-третьих, существует промышленно-фермерское лобби, поддерживающее нелегалов из страха, что если "гайки" будут закручены, им придется нанимать на работу американцев и платить им нормальную зарплату.

Лично я боюсь, что гостевые визы теперь совсем давать перестанут...

WASHINGTON (AP) -- The Senate sidetracked sweeping immigration legislation Friday, leaving in doubt prospects for passing a bill offering the hope of citizenship to millions of men, women and children living in the United States illegally.

A carefully crafted compromise that supporters had claimed could win an overwhelming majority received only 38 of the 60 votes necessary to protect it from weakening amendments by opponents.

Republicans were united in the 38-60 parliamentary vote, with even GOP supporters of the bill saying that its opponents should get votes on their amendments. Democrats, who have insisted on no amendments, lost six votes from their members.

An alternative bill by Majority Leader Bill Frist -- with no provision to let illegal immigrants stay but imposing large fines on employers who hire them -- received even less support in a 36-62 test vote.

Earlier Friday, President Bush prodded lawmakers to keep trying to reach an agreement, but both sides said the odds were that a breakthrough won't occur until Congress returns from a two-week recess.

"An immigration system that forces people into the shadows of our society, or leaves them prey to criminals is a system that needs to be changed," Bush said at the National Catholic Prayer Breakfast. "I'm confident that we can change our immigration system in ways that secures our border, respects the rule of law, and, as importantly, upholds the decency of our country."

Democrats and Republicans blamed each other for the stalemate.

"It's not gone forward because there's a political advantage for Democrats not to have an immigration bill," said Senate Judiciary Committee Chairman Arlen Specter, R-Pennsylvania.

He said Democrats perceive a benefit in having only a GOP-written House bill that would make being an illegal immigrant a felony. That bill has prompted massive protests across the country, including a march by 500,000 people in Los Angeles last month.

Democrats blamed Republicans for insisting on amendments that would weaken a compromise that Senate leaders in both parties had celebrated Thursday.

"This opportunity is slipping through our hands like grains of sand," said assistant Senate Democratic leader Dick Durbin of Illinois.

The election-year legislation is designed to enhance border security and regulate the flow of future temporary workers as well as affect the lives of illegal immigrants.

It separates illegal immigrants now in the U.S. into three categories.

Illegal immigrants here more than five years could work for six years and apply for legal permanent residency without having to leave the country. Those here two years to five years would have to go to border entry points sometime in next three years, but could immediately return as temporary workers. Those here less than two years would have to leave and wait in line for visas to return.

The bill also provides a new program for 1.5 million temporary agriculture industry workers over five years. It includes provisions requiring employers to verify they've hired legal workers and calls for a "virtual" fence of surveillance cameras, sensors and other technology to monitor the nearly 2,000-mile U.S.-Mexican border.

Demonstrations in support of the compromise were planned for Monday across the nation, including one in Washington that organizers claimed would draw 100,000 people.

The acrimony in the Senate at Thursday night's end was a sharp contrast to the accolades 14 members of both parties traded just hours earlier when they announced their compromise.

Frist called it tragic "that we in all likelihood are not going to be able to address a problem that directly affects the American people."

The House has passed legislation limited to border security, but Speaker Dennis Hastert, R-Illinois, and other leaders have signaled their willingness in recent days to broaden the bill in compromise talks with the Senate.

But Rep. Tom Tancredo, R-Colorado, said anything with what he called amnesty would not get agreement from a majority in the House.

The immigration debate has given the American public a glimpse of what may lay ahead in 2008 GOP presidential politics.

Frist, R-Tennessee, a potential presidential candidate in 2008, sought to establish more conservative credentials when he initially backed a bill limited to border security. At the same time, he has repeatedly called for a comprehensive bill -- adopting Bush's rhetoric -- and involved himself in the fitful negotiations over the past several days.

Вообщем демократы не пропустили поправки, приготовленные республиканцами и проиграли в голосовании. Такое бы единство от республиканцев, да с самого начала.
Интересно, что согласно билу, те кто меньше тут 2-х лет,должны будут вернуться и подавать на рабочую визу дома, как и все. Они что, серьёзно думают,что такие вернутся? И главное не говорят,что будет с теми,кто останется с уже найденной тут работой. Короче амнистия амнистией, а о том как же будут после неё исполнять свои же законы, ни слова.

Понятное дело, они не вернутся - они просто останутся копить стаж до следующей амнистии ;-)

Вообщем демократы не пропустили поправки, приготовленные республиканцами и проиграли в голосовании. Такое бы единство от республиканцев, да с самого начала.
Интересно, что согласно билу, те кто меньше тут 2-х лет,должны будут вернуться и подавать на рабочую визу дома, как и все. Они что, серьёзно думают,что такие вернутся? И главное не говорят,что будет с теми,кто останется с уже найденной тут работой. Короче амнистия амнистией, а о том как же будут после неё исполнять свои же законы, ни слова.

Просто они имеют ввиду, что те, кто "меньше 2-х" никакой амнистии не получают, соответственно либо останутся нелегалами, либо будут департированы, это уж как получится. Поймают их или нет- другой вопрос, но при желании поймают

А кто это "останется с уже найденой тут работой"?
