(Genovese and Almquist, 83) The FALN represented the single largest terrorism campaign in the U.S. ,,, President Clinton did not follow formal pardon procedures. He skipped the Department of Justice and attorneys. The FBI did not conduct any background checks and the FALN did not even execute a formal request... The fallout was terrible for Clinton, receiving bipartisan condemnation and public fury. The Houseof Representatives later passed a resolution condemning Clinton’s pardon as an explicitly illegal action. ...“Congressional efforts to learn more about the FALN matter came to an end when Clinton invoked executive privilege to refuse subpoenas from congressional committee.”

interesting counterexample, former Naval Intelligence analyst Jonathan Pollard has been denied a pardon despite three explicit promises made by Clinton himself to Israeli Prime Ministers.

Ex-CIA director: I prevented move to release spy for Israel

    By Shmuel Rosner, Haaretz Correspondent

Former CIA chief George Tenet claims that he is responsible for scuppering a deal to free Jonathan Pollard, the former U.S. Navy analyst who received a life sentence for spying for Israel.

In his memoirs, Tenet says he told former U.S. president Bill Clinton during the 1998 Israel-Palestinian summit at the Wye Plantation that he would resign if Pollard were freed.

In his account of a meeting between himself and Clinton, he says that he remained "very calm and matter of fact," even though he had issued an ultimatum to the president.

It's just the wrong thing to do," Tenet says he told the president. If you do this, he said, "I won't be your CIA director in the morning."

The demand to free Pollard came from then-prime minister Benjamin Netanyahu, as a condition for Israel's acceptance of the agreement on the table at the time.

Tenet says that he was told by then-U.S. secretary of state Madeleine Albright that, "If you're going to say anything to the president about Pollard, now is the time to say it."

According to Tenet, he and U.S. Mideast envoy Dennis Ross did not believe that Netanyahu would give up the Wye accord because of Pollard.

He writes that Ross told Clinton that if he had promised Netanyahu he would free the convicted spy, then he had to stand by his word. But, Ross reportedly said, "This agreement is too good for Bibi [Netanyahu] to give up. Hang tough and we will get a deal [without Pollard]."

In the book, Tenet says that former U.S. ambassador Martin Indyk described a meeting in which Clinton told Netanyahu that he could not release Pollard because the CIA director would resign.
Netanyahu reportedly told Clinton that if that was the case, then the deal was off.

"This was a game of chicken," Tenet concludes. As he and Ross had foreseen, Netanyahu went on to sign the agreement anyway.

"Clinton has lied about Jonathan and exploited him for the last eight years, selling over and over again to the Israeli people that, 'If you are good little boys and girls, and you go down from the Golan, and you give up Hebron, and you do everything I want you to do, go off Har Habayit [the Temple Mount], whatever, then maybe you'll get a pardon...

Jonathan Pollard has served more time in prison than any other U.S. citizen charged and convicted for spying in modern times. Other U.S. citizens who have been convicted on much more serious charges and were working with "enemies" of the United States have been released from prison in half the time for which Pollard has served.

    http://www.israelnewsagency.com/pollard.html

Jerusalem (CNSNews.com) - Contrary to his own claims, former U.S. President Bill Clinton did promise to release convicted spy Jonathon Pollard as part of the Wye River Memorandum that Israel and the Palestinians signed in 1998 -- but Clinton went back on his word at the last minute, said an Israeli insider who attended the Wye talks.

    Ediot Akhronot investigation:

Three investigations are trying to clarify if the President abused his executive clemency powers to pardon a criminal in return for donations made to organizations affiliated with him. If a connection is found between the Marc Rich pardon and, say, the donation of 450 thousand dollars by his ex-wife Denise Rich to the Clinton Library (and many other donations), the President could be tried for accepting bribes, or even impeached. In the United States a president can be impeached even after he leaves office and stripped of all the benefits he would otherwise receive as a former president.

Clinton has never been known as one for whom truth lights the way

Rich invested a fortune in Israel and succeeded in harnessing Barak, Peres, Ben-Ami, Burg (all the most left-wing israeli polititians - my comment). ...The tactic: the Israelis would ask Clinton to pardon both Jonathan Pollard and Rich, with Pollard as the throw-away.

Rich gave a huge amount of money to Israeli charities and also to the [Labor/One Israel] party." The biggest lie that is still being perpetrated by Israel is that it was impossible for President Clinton to let Jonathan go because of the objections of the American Intelligence community. This is a lie of the first order. The list of commutations and pardons granted by President Clinton includes 14 unrepentant FALN terrorists, whose release was met by a solid wall of opposition from the Justice, Intelligence and Defense departments - the same agencies that oppose Jonathan's release. Clinton just ignored them and freed the FALN terrorists to gain favor with the Hispanic community for his wife's Senate campaign.
