Fromson tells of one member, a 27-year-old woman. She was a high school dropout who received $6,000 a month in incentive payments. In addition, she was paid generously for a clerical job with the tribe and enjoyed medical, housing and other benefits as well. Despite taking in up to $150,000 a year, the woman still felt cheated.

"I got my $6,000 a month but those Haywards were getting $12,000 to $13,000 a month," she griped. "What am I, a second-class Pequot?"


Although the Pequot "tribe" was initially little more than one family, membership was expanded to include anybody who could demonstrate even the thinnest of genealogical strains.

Fromson describes the result as "a tribe where most members, by ancestry, are at least 63/64th something other than Pequot." It includes a sizable number of both blacks and whites, a situation that ironically triggered racial tensions on the reservation.
