что значит, что в банках нельзя купить money order? очень даже можно
кстати, currency exchanges продают money orders payable through one bank or another, so next time you buy one, look at it, and you will see the name of some bank

all it requires banks is to ask everyone who wants to open accounts 2 questions:
1) Are you a US citizen or permanent resident? Yes No
2) Is your permanent residence in the US? Yes No

The answers are recorded, but even in case of "No' answers, banks are not prohibited to open accounts, and they do open them

знаешь, сколько мексиканцев открывает счета каждодневно со своими matriculas, или филиппинцы с паспортами (матрикулы и пасспорта - government issued id's) :D

You are wrong : W-8BEN may be used by

In instances described in paragraphs (a)(3), (viii) and (ix) of this section, the bank shall, within 15 days following the end of any calendar year in which the interest accrued in that year is $10 or more use its best effort to secure and maintain the appropriate taxpayer identification number or application form therefor.

If the person works here, the bank will not be able to open the account.

Я тебе верю, но ты сказала про форму, и я тебе показал что именно эта форма не контролирует ишод.

факт что [Patriot act] запрешяет банку открывать счёт буез подтверждения личности. Если даже человек на скажет " я нелегал", то нетрудно будет доказать что человек работает в штатах, если он каждую пятницу кешает чеки на одну и туже сумму.

опятьже у тебя может инфа из первых рук, и я не отрицаю что в какихто случаях бранч менеджер согласица открыть счёт без доказательвст, но ето искючени. Я знаю что в какоето время бранч менежер [DIME Bank] за взятку открывал счета. Об этом ешё в газетах писали. Это было ешё до [Pat act], а шас вобше не реально.
