Seriously, you need to stop your bull...
You just keep confusing people who are totally lost in legalities as it is.
Being a citizen you definitely can move freely all over the country. These people are NOT citizens. Their legal status is way up in the air for some time.
So, stop playing idiotic games.

Actually, these people will enter USA with a legal status, which will be granted at the US embassy.

As far as I recall, only refugees- who are also eligible for welfare benefits, cannot choose state of residence.
In fact, it is possible to change states IF you find a sponsor there.

If you read the topic from the very begining you might realize that we are not talking about inability to move from state to state.
We are talking about INS necessitating those aliens to file change of address forms each time they move.
This in turn entails additional problems as INS is just another huge and bureaucratic government service.
And some "smart" guy just gives idiotic advises to feel free to ignore INS.
So, read the topic before replying.

Топик я читала, конечно, и считаю, что никаких проблем с INS у них быть не должно.

Я знаю, как минимум, 2 семьи, которые переехали из одного штата в другой фактически сразу же по-приезде в США. Никаких "additional problems" у них не было. Более того, обе эти семьи вьехали по статусу беженца и получали вэлфер, на момент переезда. Если не получаешь пособие-ситуация еще более упрощается.
