    what about after you receive the status B2, not the visa, but just the status
    do schools issue I-20 based on status? or they need the visa itself?

    No, they don't need the visa.
    But INS, does need a "propective student" stamp on the I-94 nowadays.
    So, changing from B2 to F1 my be problematic

    what if when you were applying for B2 status, you hadn't thought about studying here yet?

    Prospective Student stamp абсолютно не обязателен. Время прошло, ситуация поменялась. Если бы подавали на студенческую с В-2, например, и сразу по приезду, тут - другое дело, тогда бы потребовали.

    Так она с В-2 и собирается... и практически сразу (хотя не по приезду, а после получения В-2 - но это дела не меняет).
    А насчет "совершенно не обязателен"... закона, требующего его наличия нет, но ... только за последний месяц, только в Бостоне, и только мне лично известно 4 человека, получившие отказ из-за того, что не было штампа.

    А насчет "время прошло, ситуация поменялась" - это, как раз верно - раньше штамп был не нужен :-)

    Well... then you should go back home, and apply for the student visa I suppose.

    do you mean it's the only way to get F1 without leaving the USA? Sounds like without the stamp it is automatic denial:confused:

    No, not automatic. There is no law, that says you have to have that stamp, so, theoretically, they may grant you a change of status without it. And not just theoretically - it does happen every now and then.
    And also, you may be changing from another status - not necessarily B-2. Some J-1s are easier to change for examples, H4s too etc.

    So, no, it is not the only way... Just the most promising one if you are on B-2
