- You download a copy of that document to your computer.
- Look for an internet address of someone who works in a company, or a public institution, of a dictatorial country, and write down on a piece of paper also his company telephone number
- You load $10 credit onto your Skype account, then you call this person on Skype, introduce yourself, and tell them that you are about to send them an email with an important document attached (you tell them the incoming internet address)
- Finally, send the email with the flyer. If you want, you can create a new email address, to be used only for this purpose



Some time ago I also sent a paper letter to an engineer in North Korea, and for the stamp alone I spent almost 4 euros.
