    HOV Lanes
New York City's high-occupancy vehicle (HOV) lanes provide a faster option for drivers with passengers. Buses and motorycles may also use these lanes.

    Manhattan Bridge HOV-2 Lane
Between 6 am and 10 am, Monday to Friday, cars with two or more people, buses, and motorcycles may use the left lane of the upper roadway inbound to Manhattan. Drivers can reach the lane from Exit 29A of the eastbound Brooklyn-Queens Expressway (BQE), or from Flatbush Avenue Extension (follow signs). It can also be reached from Exit 29 of the BQE westbound, by turning right onto Gold Street or proceeding straight onto Flatbush Avenue.

In Manhattan, left turns from the upper roadway onto Canal Street at Chrystie Street are prohibited from 5 am to 3 pm Monday to Friday. Vehicles using the HOV lane will have access to Chrystie Street northbound and Canal Street eastbound.

Long Island Expressway HOV-3 Lane Into Queens-Midtown Tunnel
The existing bus and taxi high occupancy vehicle lane (HOV) into the Queens-Midtown Tunnel is open for any motorists who have three or more persons in their vehicle (HOV 3+). The hours of operation are 7:00 am to 10:00 am on the westbound LIE from Calvary Cemetery to the tunnel. Motorcycle riders must obey the same rules as other motorists and have the required number of passengers

Brooklyn Battery Tunnel HOV-3 Lane on Gowanus Expressway
The HOV lane on the Gowanus Expressway leading to the Brooklyn Battery Tunnel is open to vehicles with three or more passengers, buses, emergency vehicles, and taxis and for-hire vehicles with at least one passenger. Vehicles using the HOV lane must have E-Z Pass.

The HOV-3 lane runs from the Verrazano-Narrows Bridge to the Brooklyn Battery Tunnel and is in effect Manhattan-bound only from 6:00 am to 10:00 am on weekdays. Vehicles with fewer than three people are not be permitted in the HOV lane but other vehicles will be able to access the Brooklyn Battery Tunnel via the regular lanes of the Gowanus Expressway.

    Queensboro Bridge Manhattan-Bound HOV-2 Lane
An high occupancy vehicle lane is open on the Manhattan-bound South Upper Roadway of the Queensboro Bridge from 6 am to 9:30 am, Monday to Friday. The lane is open to cars containing two or more people and motorcycles. Drivers can reach the lane from Thomson Avenue or 21st Street at 43rd Avenue in Queens, it leads to East 58th Street/East 57th Street in Manhattan.

Remember These HOV Lane Rules and Restrictions

HOV lanes – you see them all the time, but do you really know what the rules are for using on during your New York car rental vacation? The following outlines some important rules and regulations concerning New York’s various High Occupancy Vehicle lanes; for more information, please visit the official NYC Department of Transportation website.

    What is a HOV Lane?

“High Occupancy Vehicle” lanes, or car-pool lanes as they are commonly referred to, are intended to move more people rather than more cars. These lanes offer New York car rental travelers with a faster, more reliable commute. What’s more, they offer an efficient way of easing congestion in regular lanes by moving more people in fewer vehicles. Identified by clearly marked signs and diamond symbols on the pavement, New York’s HOV lanes are separated by a striped buffer zone.

New York car rental travelers are permitted to use the HOV lanes if their vehicle is carrying at least two people. Vehicles can enter and exit HOV lanes only at designated areas. These areas are clearly identified. It is illegal and unsafe to attempt to enter or exit a HOV lane anywhere other than at a designated area. HOV lane restrictions are enforced during specific hours (normally during morning rush hour).

Who Can Use a HOV Lane?

HOV lanes are reserved for any passenger vehicle that is carrying at least two people. This includes:

    New York car rental vehicles
Commercial trucks (size restrictions may apply)
    Minivans and SUVs
    Motorcycles
    Taxis and limousine
Buses of any type, even without passengers
    Emergency vehicles
Adults and children occupying a seat are considered passengers. There are no restrictions on the age of a passenger in the HOV lane.

    HOV Lanes in New York

    Manhattan Bridge HOV 2+ Lane

New York car rental travelers can use this HOV lane between the hours of 6:00 a.m. and 10:00 a.m. Monday to Friday, cars with two or more people and buses may use the HOV lane to Manhattan (located in the left lane of the inbound upper roadway).
Long Island Expressway HOV Lane into the Queens-Midtown Tunnel

This lane is open to all vehicles with three or more passengers. The hours of operation are from 7:00 a.m. to 10:00 a.m. on the westbound LIE from Calvary Cemetery to the Tunnel.
Brooklyn Battery Tunnel HOV-3 Lane on the Gowanus Expressway

This lane is open to New York car rental travelers carrying three or more occupants. Vehicles using this HOV lane must have E-Z Pass. The lane is only in effect Manhattan-bound from 6:00 a.m. to 10:00 a.m. on weekdays.
    Queensboro Bridge Manhattan-Bound HOV Lane

New York car rental travelers will find the High Occupancy Vehicle lane on the South Upper Roadway of the Queensboro Bridge. It accommodates vehicles containing two or more people from 6:00 a.m. to 10:00 a.m., Monday through Friday.
    Benefits of HOV Lanes

HOV lanes provide fast, reliable travel for New York car rental drivers during peak travel periods. The following are just a few of the many benefits that are attributed to these carpool lanes:

Save Time: HOV lanes help drivers avoid congestion, enabling them to arrive at their destination more quickly an efficiently than commuters who don’t carpool.
Enjoy a Reliable Commute: Avoiding congestion in the HOV lanes means you’ll enjoy a more consiste commute.
Cut Costs: It costs less to share a ride in your New York car rental than it does to drive alone. Regular carpooling can cut your fuel costs by 50 percent.
How HOVs Benefit the New York Community

HOV lanes have a lasting impact on the New York community by:

Managing traffic congestion: A High Occupancy Vehicle lane can handle a lot of growth in demand. Most standard traffic lanes reach capacity quickly; what’s more, they services fewer vehicles due to the congestion.
Improving how infrastructure is used: The average freeway lane can carry between 1,500-2,200 vehicles per hour. A HOV lane can move exponentially more.
Putting public transit first: HOV lanes give buses priority. This ensures that transit riders arrive on time and that buses remain on schedule. This also impacts the local environment; transit busts can carry the equivalent of up to 57 single occupant vehicles.
    Respect HOV Lane Rules

Many New York drivers try to abuse the HOV lane. Not too long ago, a 61-year old New Yorker drove past a Suffolk County Sheriff’s car in the HOV lane of the Long Island Expressway. The officer made the decision to pull this driver over because the passenger in the car was wearing sunglasses… on an overcast day. Turns out the “passenger” in the car was actually a mannequin wearing a long dark wig, blouse, jacket, and scarf.

Not surprisingly, the driver was awarded a $135 traffic ticket for her stunt. New York car rental drivers that break the HOV lane restrictions also risk having two points placed against their license.

The moral of the story? Respect HOV lanes and their restrictions. These lanes are intended to improve commuting conditions for everyone on the road.
