If i have german pasport and now in USA on turistic visa,and if i got married to same one that has green card before my visa expiration,how long will it take to get working permit and how long it will take to get a green card.Thank you.

About four years.
And you have to wait for it in Germany, unless you can somehow maintain some nonimmigrant status in the US.

Yes, if you married a green card holder YOU HAVE TO LEAVE THE COUNTRY, you can not apply for adjustment inside, no matter what passport you used to enter.
In fact, being admited on the visa is BETTER in most cases, than being admited on visa waiver (without a visa). Except through marriage to a US citizen, you wouldn't even be able to change your status inside the country anyway, say, if you found work or a place to study. Visa waiver has restrictions on that, as well as on the time extensions.

You are not eligible for work permit, and can only get a green card after I-130 (petition your husband will submit to get you into the country) will be approved, usually - after 4-5 years. All this time you have to stay OUTSIDE OF THE US, and, since now you have clear immigrant intent, you will not be able to enter US for any reason- they won't let you in any more, visa or no visa. The only thing that can speed up the process- if your husband gets US citizenship, then he can re-apply for you and green card will be given almost immidiately. Until then- alas, you have to go back home and wait.

Usually in cases like that best thing is to wait with marriage until your husband is a citizen, at least in that case you can go back and forth into the US as many times as you like and once he got it- get married and apply without leaving the country.
