City states of long ago so over used the land around them they had to move with some of their population breaking off and going other places. Today there's nowhere to go so the destruction of the people's habitat has become static. But, science has been able to apply understands to many problems and avoid them. For as long as the main problems aren't seen and understood the cycling will continue.
