Weapon transfer to Ukraine vital for balancing ground forces, Italian PM says.

Providing weapons to Ukraine will help achieve a balance of power on the ground, states Italy's Prime Minister Giorgia Meloni.

"Contrary to those who argue against sending weapons to Ukraine fearing escalation, I believe everything points in the opposite direction," she states.

According to Meloni, Ukraine can only achieve a diplomatic resolution to the conflict with Russia under one condition.

"The only chance for Ukraine to achieve a diplomatic resolution is to achieve a balance of power on the ground, and if we followed the advice of those who say we shouldn't support Ukraine, we wouldn't achieve peace but rather invasion, a war closer to home," emphasizes Italy's Prime Minister.

Italy's assistance
Italy has provided seven packages of military aid to Ukraine since the onset of the full-scale invasion.

Italy's Minister of Defense, Guido Crosetto, recently mentioned Italy's intention to provide Ukraine with an eighth package of military assistance. The country is currently assessing what equipment could be transferred to Kyiv.

Additionally, in December, the Italian government approved a resolution allowing the country to provide military support to Ukraine until the end of 2024, pending support from the country's parliament.

Премьер-министр Польши Дональд Туск заявил, что не может понять позицию венгерского премьера Виктора Орбана в вопросе утверждения пакета помощи Украине. Как передает корреспондент УНИАН, об этом Туск сказал в Брюсселе перед началом специального заседания Европейского Совета.

"Нет проблемы так называемой усталости от Украины. Это точно. Мы сейчас имеем в Брюсселе усталость от Орбана. Мы должны очень много вопросов решить", – сказал Туск.

Премьер Польши подчеркнул, что лидерам ЕС надо изменить единство в отношении Украины.

"Я не могу принять и не могу понять эту очень странную и эгоистичную игру Виктора Орбана. Сейчас нет места для компромисса относительно таких принципов как верховенство права. И точно нет места для компромисса по вопросу Украины", – сказал Туск.

В то же время он считает, что нужно быть более оптимистичными, когда речь идет о "силе аргумента".

"Я думаю, что на самом деле "плана Б" нет. Виктор Орбан должен решить, является ли Венгрия частью нашего сообщества или нет. И это понятно. Это черно-белый контекст. Моя интуиция говорит, что мы найдем определенные сильные аргументы, чтобы в конце концов убедить также Виктора Орбана", – подчеркнул Туск.

По его словам, позиция Орбана – это угроза европейской безопасности и является неприемлемой. Туск сказал, что хочет убедить всех партнеров, и в частности венгерского коллегу, что еще возможно защитить Украину от российской агрессии.

"Виктор Орбан должен понимать, что он будет ответственным за "черный сценарий" через его игру", – подчеркнул Туск.

EU Votes to Rebuild Ukraine with Billions from Frozen Russian Assets

In an unprecedented move, the European Union (EU) has unveiled plans to earmark proceeds from frozen Russian assets for the post-war reconstruction of Ukraine.

This initiative reflects a seismic shift in global economic strategies regarding frozen assets, triggering in-depth discussions within the economic sphere.

This initiative follows the freezing of roughly $323 billion in Russian central bank assets by the EU and the Group of Seven nations (G7) in response to Moscow’s invasion of Ukraine.

The decision marked a watershed moment in international diplomacy, spurring ongoing debates about how these locked resources can be optimally utilized.

The United States has suggested the outright confiscation of these assets.

However, EU officials consider this approach as legally fraught. Instead, the EU has adopted a more nuanced strategy, evident in the legislation passed recently.

The groundbreaking law ratified on Monday, stipulates that central securities depositories (CSDs), including Belgium’s Euroclear, must relinquish their net profits harvested from frozen Russian assets.

This law will apply to entities holding more than $1.1 million worth of the Central Bank of Russia’s assets.

The decision brings to light the specific legal status of revenues generated by CSDs in association with the possession of frozen Russian assets and lays down rules for entities dealing with them.

In anticipation of the financial boost this directive could offer to Ukraine, the EU predicts that roughly $16.17 billion in profits could be sequestered from these immobilized assets over the ensuing four years.
In a complementary initiative, the EU has also committed to allocating $53.89 billion in aid to Kyiv. The dual efforts should significantly aid Ukraine’s reconstruction project and its economic stabilization amidst ongoing turmoil.

Ukraine’s Foreign Minister, Dmytro Kuleba, greeted this groundbreaking decision, encouraging “further steps to enable their practical use for Ukraine’s benefit…These steps must be ambitious and prompt.”

The Road Ahead: Potential Legal Ripples

Despite the optimism accompanying this novel directive, the journey ahead seems convoluted.

Moscow has protested against the prospective use of frozen Russian assets as collateral to fund Ukraine, deeming it as illegal.

Predictably, this move could trigger a long period of litigation, as Moscow has signaled that it would challenge it.

The EU’s assertive stand to repurpose the profits from frozen Russian assets treads new ground in international policy pertaining to asset freezing and utilization.

The implications of this move will not only affect European and Russian politics but will undoubtedly influence global economic and diplomatic dynamics in the years to come.

При ковида такое бывает даже у тех, кто переболел в лёгкой форме. Бактериальный миокардит называется. Стандартно обследование нарушений обмена между калием и натрием не выявляет. ( там это чуть иначе называется но суть в электрохимических процессах )
