House plans field hearings on Senate's immigration bill

The House of Representatives will conduct field hearings across the country to review the Senate's immigration reform bill, House Republican leaders have announced. The move could significantly dim the prospect that Congress will approve a final immigration reform bill this year.

House committees with jurisdiction on immigration issues will convene field hearings in August to examine the Senate bill. The hearings will provide an opportunity for lawmakers to hear from the American people on issues relating to immigration reform, House Speaker Dennis Hastert (R-Ill) said on June 20th. Several committees could convene hearings, including the: (1) Judiciary Committee; (2) Homeland Security Committee; (3) Ways and Means Committee; and (4) Education and the Workforce Committee.

The House late last year approved an immigration reform bill (H. R. 4437) focusing primarily on border security and enforcement. In May, the Senate passed its version of immigration reform legislation ( S. 2611). Unlike the House measure, the Senate bill would establish a guest worker program and offer some illegal aliens a path to US citizenship. House Republicans oppose the Senate's proposal. No formal negotiations have occurred between members of the House and the Senate to reconcile their competing measures, which has led some to criticize Hastert for stalling the process.

Following Hastert's announcement, Senate Minority Leader Harry Reid (D-Nev), delivered a speech on the Senate floor stating that " America's immigration system is broken, but Republicans in Congress are blocking Democratic efforts to fix it." Reid further commented that "[f]or all their tough talk about securing our borders, House Republicans have no intention of actually accomplishing that goal. They want to defeat comprehensive immigration reform of the kind we passed in the Senate, and they're willing to sacrifice the security of the American people to do it." Calling the field hearings "silly" and an attempt to "delay, impede and obstruct a bipartisan effort to strengthen our borders and fix our immigration system," Reid asserted that the House did not need hearings to write a bill, because "they've already passed their bill!" He also stated that the House did not need hearings to name conferees.

House Representative Tom Tancredo (R-Col), an ardent opponent of the Senate approach to immigration, praised Hastert's decision to hold hearings and called it a "savvy political move." Saying odds were long that House and Senate negotiators could agree on compromise legislation, Tancredo added, "The nail was already in the coffin of the Senate's amnesty plan. The hearings probably lowered it into the grave."

Also in response to Hastert's announcement, Senate Judiciary Committee Chairman Arlen Specter (R-Pa), said his committee would also hold field hearings this summer on the Senate measure. The Senate hearings will help establish the case for a comprehensive immigration reform plan that includes a guest worker program. The first hearing is scheduled for July 5 in Specter's home state of Pennsylvania.
